San Luis, Arizona—After a thorough selection process, the City of San Luis has named Roula J. de Encinas as Finance Director. She emerged as the best candidate to fill the vacancy left by her predecessor. Ms. Encinas has been performing the duties of Director since October 2023.
Roula Encinas began her tenure with the City of San Luis 18 years ago. She served in various capacities, such as Accountant II, Finance Operations Manager, and Acting Assistant Director of Finance. In her elevated role, Encinas is tasked with the comprehensive management and strategic oversight of the City's Finance Department operations, collaborating closely with the administration to implement innovative and sustainable financial strategies to cater to the evolving needs of the city.
"Ms. Encinas is poised to take the lead and build upon a wealth of experience offering superior and unparallel customer service, creating a culture of collaboration while promoting transparency, efficiency, and accountability of city fiscal resources," stated Acting City Manager Jenny Torres. "My goal for Ms. Encinas is to continue to plan, develop, and manage a smart, fiscally conservative budget while enhancing the city's financial policies and procedures," she added. "Ms. Encinas has been and will continue to be a vital addition to the City of San Luis Team," she concluded.
