Request for Arguments: Proposition 434 - City Council Compensation, Benefits and/or Travel Allowances

PUBLIC NOTICE

REQUEST FOR ARGUMENTS FOR THE SUBJECT MATTER ON THE CITY COUNCIL COMPENSATION, BENEFITS, AND/OR TRAVEL ALLOWANCES TO BE CONSIDERED BY THE VOTERS OF THE CITY OF SAN LUIS, ARIZONA, AT AN ELECTION TO BE HELD ON NOVEMBER 4, 2025.

Pursuant to Resolution No. 2368 adopted by the Mayor and Council of the City of San Luis, Arizona (the “City”), on July 30, 2025, a special election in and for the City was ordered and called to be held on November 4, 2025 (the “Election”). Notice of the Election will be given by mailing an informational pamphlet. The pamphlet is to include arguments for and against the following proposition:

City Council Compensation, Benefits, and/or Travel Allowances

The Mayor and Councilpersons shall serve without compensation, benefits and/or travel allowances, as a city volunteer subject to all applicable federal and state laws, municipal ordinances and rules and regulations, including conflict of interest and ethics laws, ordinances, rules and regulations.  The City shall not reimburse elected officers for any travel, meal, or lodging expenses incurred by the elected officer for any reason.  Any and all city laws, ordinances, rules, and regulations adopted by the City setting Mayor and/or Councilpersons compensation, benefits and/or travel allowances are null and void.  (Code 1982 § 2-1-5. Code 2012 § 30.024.)     

 Any person interested in providing any such argument shall submit it to the City Clerk at City Hall, 1090 East Union Street, San Luis, Arizona, before 5:00 p.m., Arizona time, on August 6, 2025.

 Under A.R.S. § 19-124(A), each argument filed shall not exceed 300 words and shall contain the sworn statement of each person sponsoring it. If an organization submits the argument, it shall contain the sworn statement of two executive officers of the organization. If a political committee submits it, it shall contain the sworn statement of the committee’s chairman or treasurer. The person or persons signing the argument shall identify themselves by giving their residence address and a telephone number, which shall not appear in the informational pamphlet. Any argument that is submitted that does not comply with the above requirements may not be included in the informational pamphlet.

SOLICITUD DE ARGUMENTOS A FAVOR Y EN CONTRA DEL PROPUESTA 434 RELACIONADA CON LA COMPENSACION,  BENEFICIOS, Y/O ASIGNACIONES PARA VIAJES DEL CONCILIO MUNICIPAL QUE SERÁ CONSIDERADO POR LOS VOTANTES DE LA CIUDAD DE SAN LUIS, ARIZONA, EN UNA ELECCIÓN QUE SE LLEVARA A CABO EL 4 DE NOVIEMBRE DE 2025.

Conforme a la Resolución No. 2368 adoptada por la Alcaldesa y los miembros del Cabildo de la Ciudad de San Luis, Arizona (la “Ciudad”), el 30 de julio del 2025, se ordenó una eleccion especial en y para la Ciudad, que se llevara a cabo el 4 de noviembre de 2025 (la “Eleccion”). El aviso de la Eleccion se dara por medio de un folleto informativo. Dicho folleto incluira argumentos a favor y en contra de la siguiente propuesta:

Compensacion, Beneficios, y/o Asignaciones para Viajes del Concilio Municipal

El Alcalde y los Concejales deberán servir sin compensación, beneficios y/o asignaciones para viajes, como voluntarios de la ciudad, sujetos a todas las leyes federales y estatales aplicables, ordenanzas municipales y normas y reglamentos, incluidos los relativos a conflictos de interés y leyes, ordenanzas, normas y reglamentos de ética. La Ciudad no reembolsará a los funcionarios electos por ningún gasto de viaje, alimentación o alojamiento incurrido por cualquier motivo. Todas y cada una de las leyes, ordenanzas, normas y reglamentos de la ciudad adoptados por la Ciudad que establezcan compensación, beneficios y/o asignaciones para viajes del Alcalde y/o los Concejales quedan nulos y sin efecto. (Código 1982 § 2-1-5. Código 2012 § 30.024.)                  

Cualquier persona interesada en proporcionar algún argumento de este tipo, que lo entregue a la Secretaria de la Ciudad en el Ayuntamiento, 1090 East Union Street, San Luis, Arizona, antes de las 5:00 p. m., hora de Arizona, el 6 de agosto de 2025. 

De acuerdo con el estatuto A.R.S. § 19-124 (A), cada argumento entregado se limitara a 300 palabras y debera contener la declaracion jurada de cada persona que lo patrocine. Si el argumento es presentado por una organizacion, debera contener la declaracion jurada de dos funcionarios ejecutivos de la organizacion. Si es presentado por un comite politico, debera contener la declaracion jurada del presidente o tesorero del comie. La persona o personas que firmen el argumento deberan identificarse indicando su direccion de residencia y un numero de telefono, los cuales no apareceran en el folleto informativo. Cualquier argumento que se presente y que no cumpla con los requisitos anteriores no podra ser incluido en el folleto informative.
