Jenny Torres serves as the City Manager for the City of San Luis. She has been a city employee for the past fifteen years serving as a past Economic Development Director and Community Development Director. For the past twenty-seven years, she worked for nonprofit organizations, government entities and for-profit companies in both Arizona and California. Mrs. Torres holds a bachelor’s degree in business administration and a master’s degree in public management from Northern Arizona University. Mrs. Torres is responsible for the day-to-day operations of the city. In her role, she applies strategic direction, implements council policies, and coordinates community issues. To support regional efforts, Jenny serves on the boards of the Border Communities Capital Company, Yuma County Airport Authority, San Luis Industrial Park, Yuma County HOME consortium, San Luis Facility Development Corporation, Arizona Town Hall, NAU-Yuma Advisory Council, as well as the Yuma Education Advocacy Council and Southwest Arizona Future Forum. She also served as past member of the Border Trade Alliance and Yuma County Workforce Development Board and the Yuma County Broadbank Taskforce.
Jenny is married with three children with a daughter in elementary school, a daughter at junior high and a son that graduated from the University of Arizona with a bachelor’s degree in Agricultural Management. She enjoys spending time with family, reading and visiting the Town of Ensenada, Mexico where she hopes to retire.
