San Luis, Arizona — The City of San Luis is pleased to announce the appointment of Jenny Torres as its new City Manager, following three years of dedicated service as Acting City Manager.

Torres has served in an acting capacity since 2023, providing steady leadership and operational continuity during a pivotal period for the city. During this time, she oversaw key initiatives, guided the development and management of the City’s municipal budget, and worked closely with the City Council to advance strategic priorities focused on infrastructure, economic development, and community services.

“Jenny has demonstrated exceptional leadership, fiscal responsibility, and a deep commitment to our residents. Her vision and collaborative approach have positioned San Luis for continued success, and we are confident in her ability to lead our city forward,” Stated Mayor Nieves Riedel.

As City Manager, Torres will continue serving as the city’s chief administrative officer, responsible for implementing City Council policies, overseeing daily municipal operations, supervising city staff across multiple departments, and ensuring fiscal responsibility and effective service delivery to residents.

 Before serving as Acting City Manager, Torres served as the City’s Economic Development Manager. She has more than twenty years of experience in government agencies, nonprofit organizations, and for-profit companies in both Arizona and California. Torres earned her bachelor’s degree in business administration and holds a master’s degree in public management from Northern Arizona University. Her experience and career focus highlight her expertise in financing, developing, and managing public projects and business growth.
