San Luis, Arizona — The City of San Luis's newly adopted Business License Fee Schedule, along with several new business license classifications, will officially take effect on December 12, 2025. The San Luis City Council approved the updated schedule during its regular meeting on November 12, 2025, following all required public notice and hearing procedures. This is the first time these fees have been updated in over 20 years.
While the previous fees had remained unchanged for more than two decades, operational costs for processing and reviewing business license applications, as well as for providing related services such as business and fire inspections, have increased significantly. The newly adopted fees ensure that the city's licensing process remains fair, transparent, and financially aligned with the actual cost of service delivery.
“As our community continues to grow, it's essential that our processes and fee structures keep pace,” stated Jenny Torres, Acting City Manager. “Updating our business license fees ensures we can continue providing efficient, high-quality services that support both new and existing businesses in San Luis,” she added.
In addition to updating the overall fee schedule, the city of San Luis has introduced new business license types, including a category for Cottage Food Program operators. This license type gives home-based food producers a clear, consistent path to compliance while supporting an emerging sector of local entrepreneurs.
